how did you tried to copy all mailboxes over to the new server? Did you disabled the mailbox functions on the old server? Did you updated the MX records to the DNS servers?

you can simply get a check for free at http://www.mxtoolbox.com. If you are blacklisted, be sure, that your system is clean before requesting unblocked.
It doesn't stop, but mails that are declined from the recipients mail server will stay in queue for approx 7 days ... So the queue...

The first ones I got in my brain:
*) Passive/Active mode problem?
*) Remove the file and try again
*) Connection problems while test is running

you could provide me the domain via PM and I couold check it for you. It is normally an whois on the domain registry and check which nameservers are registered.

you could move the _whole_ dumps folder of plesk to the new server into the dumps folder there. Afterwards you can slect the dump on the new server to restore it.
It worked for me very well.
You can get the paths with
grep DUMP /etc/psa/psa.conf
