Thank You Guys :) i also stumbled upon Plesk is not accessible after upgrade: "ssl_ciphers" directive is duplicate and Resolved - plesk update 12.0.18 to 12.5.30, not 17.0.17 right now too and yes it's working now :) it was worrying me for days :)
