The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.
Please be aware: with the Plesk Obsidian 18.0.78 release, the support for the ngx_pagespeed.so module will be deprecated and removed from the sw-nginx package.

In the meantime, I did some more digging myself. One difference I noticed is that the DNSBL setting from the generic "Mail Server Settings" seems to be used in Postfix, while the one from "Plesk Email Security" is not.

Perhaps the following steps would help you reproduce the issue:
Add a domain on the server (example.com)
Create a mailbox on that domain ([email protected])
Set that email address in the Plesk admin user's profile
Update panel.ini...
