Permissions are 600, where all the other files are 644.
But if I cp the wp-config.php file to wp-config1.php, with exactly the same permissions, group and owner, then I can edit.

I'm unable to edit certain files (e.g. wp-config[dot]php) via the File Manager in Plesk, regardless of file permissions.
The issue is covered in the below post, and indicated as resolved by PPPM-12921 (dating back to 2021), but it's persistent for me (i.e. file just loads endlessly)...
PHP version is 8.1.12. Changing from "FPM app served by nginx" to "FPM app served by Apache", followed by nginx & Apache restarts did the trick.
Website has now returned to normal operation.
I've taken a clone of the site (via WordPress Toolkit) on a subdomain and the clone works fine, with all sub-pages loading as per normal.
Comparison between the original instance (with problem) and cloned instance show no differences for:
- PHP Settings
- WAF
- SSL/TLS Certs
- Apache & Nginx...
