The APS Catalog has been deprecated and removed from all Plesk Obsidian versions. Applications already installed from the APS Catalog will continue working. However, Plesk will no longer provide support for APS applications.

What command are you running as root to see 7.0.16 as root? Just php -v? If so, that does not sound right. The default version is 5.4.16 as far as I'm aware and it should not be changed for compatibility purposes with everything else on the server. If you need to make use of different PHP...
I just reverted my server to a default state, re-set up Plesk without making any other configurations aside from the initial setup, and tried an installation. WordPress user is still changed to gibberish. I guess I'll just go the manual installation route :/
