    The working solution for me was to set server time zone on UTC which is default time zone in php.ini files of php environment of plesk server.

    Error: Connection to the database server has failed because of network problems: !!!!

    I had the same connection issue, but it was related to the connection methods of sql server. Named Pipes should be enabled in order to Plesk can work fine. Mine was not enabled.
