I can observe this error at four machines running 10.4.4. Mail is still delivered, but error log is filled by this.

Login only with mail? Sorry, but I tried to create a new customer in Plesk 10.4.4 and it was like always - username and password - for panel and for subscription. Or did you mean something different?

answer in my case by local head quarter: my license doesn´t contain billing system i own a 30 domain license - billing system only integrated in unlimited license so it was only luck, that i could use billing system since 9.53 - now with 10.2 it´s over
