To run on all sites, you would need to write a script. Use CLI to get all domains and then loop over them. For the Plesk event, the domain is available to the command as something like {NEW_DOMAIN_NAME}. Check the docs, as I've probably got that wrong.

I've managed to work around this by adding a Administrator owned subscription for my Plesk Panel's URL and then using an .htaccess rule to redirect to the actual panel URL i.e. ...:8443. Once I'd done that I could successfully install a Let's Encrypt certificate for the panel.
