Thank you for reporting the issue. I confirm that it's bug with ID PPP-17671 in our internal tracker. I hope it'll be fixed in nearest microupdates to Plesk 12.5.
As a temporary workaround you can only give permission "Create and manage mail accounts" for user's role.

I have a couple of questions:
1. Are files are correctly migrated and the application works?
2. Could you please also check tab Applications of this subscription. The app is not shown there too?

It's a known issue that File sharing doesn't work with FPM and Apache: http://kb.odin.com/en/126769
Unfortunately, it's no supported in such configuration.
But there is workaround: create technical domain with FastCGI and set it as a domain for file sharing in Tools & Settings...
