Ok, hacked the problem by deleting the corresponding entry in the IP_Addresses table of the psa database + the corresponding ipcfg file in /etc/sysconfig/network-scripts ... but it would still be nice to have Plesk actually do it's job.

I can confirm the solution to this problem is to go to Server > Mail and tick the "POP3 lock time" - the defaultof 20 mins are probably as good as any.

Not much support in this forum huh. I guess we get too spoiled over at EV1's forum... Well it's defined in the psa database and the problem was a user for some unknown reason decided to downgrade mysql from 4.1.15 to 3.23 corrupting the psa database and thus preventing psa from starting.
