I have found opening terminal and viewing the linux list of open ports to work: netstat -lntu in the terminal window.

Thank you. `firewalld` is not installed. I am using the Plesk "Firewall" extension which creates a "firewall" button on the "Tools and Settings" menu, I have opened the port both incoming and outgoing and TCP/UDP but the connection to the port is refused for my remote connector.

How can I open a custom port on Plesk should I need to?

That worked perfectly. Also good to learn my way around the Plesk mechanics a bit more. Only note for anyone else reading is that the URL specified in the SQL rows is absolute so the server domain name would need to be updated for different servers but aside from that all swift and smooth. Thanks!

UPDATE: Upon closer inspection found that the HSTS was set by a plugin within the WordPress. This was causing the double setting.
