7.5.x To limit the download via FTP with f.e. 40 KB/s does not work.

Yes, Plesk 7.5.x "knows" this user with the ip-number and
Plesk also gives the user a bandwith-limit of 40 KB/s. But
some users are alike a fox: They open 3 browsers then
and start to download with 3 x 40 KB/s. In fact, this would
mean, that the same user is able to download with

120 KB/s (3x40 KB/s). :(

I know, this is abuse by the user, but how can I make Plesk
clear, that the same one user with the same one IP-number
will _really_ get _only_ 40 kbit/s of total.

See it also so: I am the king. The rules are: 40 KB/s. And
Plesk should also follow my rule how Plesk has to handle
such users, if such users must open 3 browsers.

(background: some other users from Japan were downloading
with ~600KB/s although the rule was: 40 KB/s maximum for
each user with its ip-number. A lot of bandwith were wasted.)
