Additional Administrator Account Causes CPU Spike and Just Hangs?

Hello, I am using version 11.0.9 Update #34. It last updated last night.

Ever since the auto update last night, only the main administrator account can login. If any of the additional administrations try to login the browser just sits there and the CPU spikes to 80/90%. The php_cgi service is specifically what spikes.

If I reset the plesk panel service CPU usage returns to normal. Has anyone encountered anything similar or have any suggestions?
