admin login loops without error message

After clean install of win2k3 webserver and Plesk 7.0.3 I was able to logon once as admin. I only added a language pack (Dutch) and since a day later I'm not able to logon anymore.

Without any errormessage the logon page keeps looping on this URL: https://www.mydomain.com:8443/login.php3?previous_page=index

I searched everywhere on these forums but no answers found.

Please help, also because I'm not able to send a support ticket to Plesk because I can't reach my licensekeys!

Did you install Zend Optimizer? If you did it deny access to psaadm user to WINDOWS/php.ini file.
