Resolved After upgrading MariaDB 10.11.13, PHPMyAdmin is inaccessible to users.

The Plesk Upgrade for MariaDB didn't function properly because of two tables with 0 Autodata integers.

I had to use the manual method. After upgrading, PHPMyAdmin stopped working for all users due to a permission issue with the pma__tracking.

After two hours of troubleshooting, I found a helpful article that resolved the issue.
