Question Allow Apache access to files outside of vhost dir

Hi,

I'm trying to configure Nagios in a Plesk vhost and it seems to me that any files outside of the domain directory in /var/www/vhosts/domainname are inaccessible. However all paths are absolute, ie in the apache httpd.conf and vhost.conf, so it doesn't seem to be chroot. Is there something I can do so that Apache can access files in /etc/nagios or any other path that I might need?
