Apparently contradictory CPU usage

According to the Health Monitoring usage graphs for our managed VPS, our Apache CPU usage recently peaked at around 70% (currently 0.4%).

However, our total CPU usage for the same period was under 1% (currently 0.1%).

Surely that's a contradiction?

How can I tell which figure I should be paying attention to? Or what should I be asking our hosting company? So far they've just pointed out that "The website your running is Magento which as you may be aware is very resource intensive." Maybe true. But the site isn't even live yet, so only had two visitors at the time...
 
You will have to monitor your live server process through top and ps aufx command to find out the exact cause of this issues.
