application pack - oscommerce. HELP!

Hi
I just bought the license for application pack and I am recieving the following error when trying to install oscommerce.

Error: <br />
<b>Fatal error</b>: Maximum execution time of 30 seconds exceeded in <b>D:\PROGRA~1\SWsoft\Plesk\var\cgitory\OSCOMM~1.2MS\scripts\db-util.php</b> on line <b>5</b><br />

and I have my php.ini set to 60 sec timeout but it is still picking up 30 secs, my customers are freaking out cause of this. I need help asap.
I put in a ticket yesterday to plesk with no response yet,
if anyone has any ideas, please let me know

hi Dave, did you reboot or restart IIS services after you made changes to the PHP.ini file?

yes I did, I did both, restarted iis and also rebooted multiple times
