Automated Email Sign-up?

I've been looking for years for an add-on which would allow users to automatically sign up/pay for new email accounts. Maybe my search skills need updating but I simply have never found anything out there but dead projects, bad unfinished code or incredibly expensive solutions I can't justify.

Is there or has there ever been such an addon for PSA?
