Making a backup using the option "Server configuration and content", all email accounts, passwords, databases, are backed up?

I mean, in a case of format server and make a clean install (needed by a fatal crash, e.g), can I use this backup file to restore all accounts to previous state, without any loose of data (like users having to create new passwords, or loose their messages..)?
