Question banning IPs Mailserver /services in the firewall

Can i block the iP Range for one from this 3 services ?

SMTP-Server (Delivery port) Incoming of all allow
SMTP-Server (for e-mail send) Incoming of all allow
IMAP-Server (for e-mail delivery) Incoming of all allow

I like to restrict the IP Range to login to mail mail account ( with thunderbird, )
from home and my local Mobile network .
i like to block to login and scan from other ips / countys ?

for example block this scanning:
