big problem with quota (BUG)

I have a big problem with mail quota
actully I give 1 gig space for one of some clients and after ward
I received one email that inform me this client Limit has been exceeded ???? 1.6 Gig
and I am sure this client i gave him
1 gige for
Hard disk quota [1]gige
and I Set the mailbox quota [1000000] K
but same problem after i play some setting i found this bug

for example if you I add one client and you give him
Hard disk quota [1]gig
and for mailbox quota you give him [1000000] K (1-gig)
and if the client add email user
[email protected] there is an option for change the email quota if he change it to (Default for the domain (970 MB)
and add another user with same settings
[email protected] (Default for the domain (970 MB)
thats mean each user he have a 970 MB this is the problem actually
I suggest you if you cannot fix this problem just add

Email Quota control [disable] [enable]
like
Hard disk quota [x] in the mean in permission for the clients or domains
