Issue Bind9 (DNS) Not starting debian 9

Already reinstalled it 2 times and adjusted settings like described in some Threads here but it didnt work.
 
  1. Open /lib/systemd/system/bind9.service and verify, that the content is exactly as stated:

    [Unit]
    Description=BIND Domain Name Server
    Documentation=man:named(8)
    After=network.target
    Wants=nss-lookup.target
    Before=nss-lookup.target
    [Service]
    EnvironmentFile=/etc/default/bind9
    ExecStart=/usr/sbin/named -f $OPTIONS
    ExecReload=/usr/sbin/rndc reload
    ExecStop=/usr/sbin/rndc stop
    [Install]
    WantedBy=multi-user.target

  2. Apply the configuration and start the service:

    # systemctl daemon-reload
    # systemctl start bind9
