Block all incoming email

We have a 3rd party filtering our customer's email for spam and would like to prevent anyone but that 3rd party and authenticated users from sending email to our server.

The problem is that spammers are delivering email directly to the server rather than following the mx records.

The blacklist only seems to block specific IPs with no way to block "all". Can anyone point me to a solution?
 
If this is a dedicated server for a single domain, then you could do this easily with the Linux IPTABLES firewall.

But more than likely this is a shared hosting environment (multiple domains), so could not be done easily this way...
