I know on my other email machines running qmail/vpopmail, there is a tcp.smtp file where I can add IP adresses and ranges to any IP address.
Example:
58.:deny,RBLSMTPD="-Connections refused due to spam from Asia"
60.:deny,RBLSMTPD="-Connections refused due to spam from Asia"

Does anyone know how to do this using Plesk's qmail?

Ah, got it, dumb me. I activiated the firewall under modules.

Deny incoming from 222.0.0.0 on port 25/tcp

I think that is how I block all of 222.x.x.x
