can not create a new domain?

hello support...

loging in via plesk to my new w2k3 server, and then simply clicking on Add a Domain under my userName...

brings up an Alert that says "The limit on domain creation defined by your licence key has been reached," and I can't create a new domain.

why is that happening?

do I not have a 100 domain Plesk licence installed on that box?

I am being charged for that licence....

????
