Can't access file manager on second IP

System: Win VPS Basic + Plesk 8.2

On my control panel I have 2 IP addresses that I shear with all my clients. My provider has a control panel outside Plesk for me to add domain and hosting.

If I set up (on my providers control panel) domain only I can allocate an IP address to a client (the First IP)
If I set up (on my providers control panel) domain and Plesk hosting, it will set up the domain and account in my Plesk control panel but it will always give that account the second IP address on my Plesk Panel.

Here is my problem,
I have 14 domain and hosting accounts on my first IP (IP1)
I have 11 domain and hosting accounts on my Second IP (IP2)

I can change file permissions on any of the accounts hosted on (IP1) these are the ones I set up using Domain only from my Providers control panel.
I can't change file permissions on any of the accounts hosted on (IP2) these are the ones I set up using Domain and Plesk hosting from my providers control Panel.

I have been looking for a solution for this for quite some time now and still no luck.
