Cant add SiteApplications on http (only https alowed?!)

hello
on several domain i have an issue, that i cant install apps to the http folder. i can only select https.
when i deactivate https, i have no button to add apps.

any idea where i can search to troubleshoot this bug?


my plesk version 9.3.0
