cant remote connect to mysql

    I'm running a remote virtual server running plesk 8.0 with distro fedora-core-4-x86_64 and i need help desperately. I want to be able to use a third party software such as Navicat MySql to minipelate my databases but when i enter my database details and server ip address i get this error returned.

    2003 - can't connect to MySQL server on '**.***.***.***'(10061)
    ----------------

    have i got to make some change to the server to have enough permission or what?

    help would be greatly appreciated
