  • The BIND DNS server has already been deprecated and removed from Plesk for Windows.
If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.
  • The Horde component is removed from Plesk Installer. We recommend switching to another webmail software supported in Plesk.

Well. Once again... Do you have started psa service? Check it with:

# /etc/init.d/psa restart

And try to restart it with:

# /etc/init.d/psa stop
# /etc/init.d/psa start

If it not start check error messages in /var/log/sw-cp-server/error_log

And what do you mean - "plex"?

/etc/init.d/psa start
Starting xinetd service... done
Starting named service... done
Starting mysqld service... done
Starting postgresql service... done
Starting psa-spamassassin service... done
Plesk: Starting Mail Server... already started
Starting mail handlers tmpfs storage
Starting Plesk... failed

plex = Parallels Plesk Panel 9.3 i'm sorry I write speedly.

I have :
/var/log/sw-cp-server/error_log file when Panel is trying to start:

what I do upgrade in 9.5.1 ?

I wants just that my plesk pannel functionning with certificat in https.

is not possible to canceled the changement that I do witch command line ?

If you have not started psa service - your Plesk not work with certificate via https protocol and without certificate too. It doesn't work in general. Plesk can't work with stopped psa service (more precisely it is sw-cp-server service).
So, I can't fix it for you via forum, because it is require detailed investigation and fixing directly on your server. Therefore I suggest you contact support team if it is really actual problem for you.
