CGI-BIN Directory Location

I have always put the CGI-BIN at the root of my webspace at the same level as the httpdocs. I see now that when Plesk creates a new webspace it puts the CGI-BIN in the httpdocs. Questions:
  1. Is this the recommended location and, if so, I am curious as to why?
  2. I used the migration manager to transfer sites to a new server so the CGI--BIN directories are at the root of the webspace where they were on my old server. Should I move them to inside the httpdocs?
  3. I would like consistency from webspace to webspace on where I put the CGI-BIN so if I keep them at the root of the webspace, how do I tell Plesk that the CGI-BIN is at the root of the webspace rather than in it's default location inside the httpdocs? For the sites that were transferred over, in the Hosting Settings for the domain, there is a dropdown where I can select the location of the CGI-BIN directory, but in newly created webspaces, there isn't that option.

Thanks Lloyd! I did not see anything there explaining the ideal location for the CGI-BIN directory. I am hoping to get some background on that question.
