Chrooted shell safe?

Is giving chrooted for purposes of secure FTP safe in any way? Can users break out of the chroot and/or run code on the server I may not want?

Chrooting is good solution in any way and I'm not sure that it is so easy to break chroot environment. I can suggest you try to use following solution for adding chrooted FTP users outside of Plesk http://rackerhacker.com/2007/04/27/adding-chrooted-ftp-users-outside-of-plesk/
