Resolved ChunkLoadError Plesk and ERROR CONNECTION REFUSED

I'm new here. I have literally seen a dozen or more posts of this type. And none of them seem to provide answers.
I setup my Ionos VPS earlier this week. Then I installed Plesk.

I had about an hour of success using Plesk. And then .. this (see below) .. and then .. This part is going to make NO sense at all however it is exactly what is happening.

1. Often (50%) I can actually access Plesk via the generated Plesk URL.
2. 50% of the time I can not access Plesk via the url:

This site can't be reached
condescending-colden.209-46-120-110.plesk.page refused to connect.
Try:
  • Checking the connection
  • Checking the proxy and the firewall
ERR CONNECTION RE-USEDI

I now know that even if the above error is spewed out by Chrome, Safari, Opera, Firefox, etc etc and ALL caches/data cleared the server is still there. It is running.
And eventually, in it's own good time, it just comes back. That, or I have to live in Incognito mode for a while to try to access Plesk.

No VPN.
No Firewall.
No Antivirus software.
Using Cloudflare DNS.

This is usually a browser cache issue but it also looks like you're using plesk's default domain. If you updated the page to use your own domain instead or going to https://your.ip.addr.ess:8443 does it still give you issues?
 
Thank you @scsa20. That suggestion also failed. I have since used my head and checked other devices on my network. All with the same result. All, except one. If I disconnect my iPhone from my wifi network.. surprise. Success. So, my thinking now is that somehow my Router is conspiring to cause me grief. I don't know where to begin investigating my router unfortunately. It's a D-Link DSL-X1852E FW: AU_1.16b01

What URL(s) are displayed there?

I have noticed that the "This site can't be reached" error shows one URL, while the error message contains a different URL.

At the moment i am unable to SSH to 209.46.120.110 (my VPS).
ssh: connect to host 209.46.120.110 port 22: Connection refused
 
I was able to connect to your IP via SSH on port 22 without any issues. It seems that, for some reason, your local public IP has been added to Fail2Ban.

Try connecting to your server using a different network with a different IP then remove your IP from the Fail2Ban

Thank you again. I understand fail2ban. I have no idea how to connect using a different network, or a different IP. Are you able to advise further?
 
For example, if you are currently trying to connect to the server using your home or office internet and receiving a connection refused error, you can try connecting using your mobile device with a mobile data connection.

Then navigate to the Fail2Ban and remove the home or office internet public IP from Fail2Ban.

Also if you visit this website - https://whatismyipaddress.com/ , it should show you your current public IPs.

Thank you! Success. IP was indeed in fail2ban. Removed, added to White List. So far so good.
