Client Limits vs Domain Limits

Can anyone explain why I have a client with 0 MySQL databases allowed in their Limits is capable of adding a database to their account, simply by setting their domain limits to "Unlimited"?
Wouldn't it make more sense that if a Client has limits, the domain under that client should have limits too?
