Default HTML page for the IP (not a domain)

Is there any way to set an HTML page as the default page for the IP address? I know how to set a default domain for the server IP, for example when user type 192.168.1.1 (server IP address), the default domain www.example.com is displayed.
Now what if I dont want a domain but an HTML page? so simply an HTML page for the IP address
