Back up the entire server. You can do this only through the command line. The backup archive will include your control panel license key, mail server and DNS server settings, information on database servers, domain templates, virtual host skeletons, user accounts, domains, web sites with web content, SSL certificates, databases, site applications, and custom buttons.

Does it backup MYSQL databases?
From my understanding plesk is 'postgresql' and my question is "mysql".

Plesk database is MYSQL database, so during backup (/usr/local/psa/bin/pleskbackup all) Plesk backups it's own database, mysql, horde and all client's databases. So answer is YES, Plesk backups MYSQL databases. As I remember there were some problems with it in current 8.1 version but it should be already fixed (or fixed in incoming patch 8.1.1). In this case it's better to contact directly with Plesk support team if you met some problems with Plesk backup.
 
Yes, Plesk itself doesn't use PostgreSQL, you even need a license upgrade to be able to use PostgreSQL with Plesk. And there is nothing mysterious about whether databases are backed up or not, just read the backup/restore tools docs and you'll see you can restore databases.
