Please try to create this directory with

#mkdir /etc/nginx/plesk.conf.d/ip_default

Also

#/usr/local/psa/admin/bin/nginxmng -d
#/usr/local/psa/admin/bin/nginxmng -e

Then try,

#plesk repair web
