Error 12007 in web installation

I am getting this message when trying to upgrade from 8.6 to 9.0. This happens at the updating system form I think for the 6mb download:

Unknown error (error code 12007) at open internet resource http://psabr.plesk.ru/br/development/psa-win_9.0.0/081116.18/plesk.zip

with abort retry ignore options

any suggestions?
