I am trying to create a new domain and I am getting this error

Error: vhostmng failed: Access is denied. (Error code 5) at retrieves attributes for file or directory D:\Plesk\VHOSTS\ns1.caboodledns.com\rachaelwillment.com
(Error code 1)

I have done permission repairs via the plesk tool on the server but I still get this error. What user needs what permissions to fix this?

I repaired the virtual host security using that tool now I am getting this error

Error: skelmng failed: Access is denied. (Error code 5) at retrieves attributes for file or directory D:\Plesk\VHOSTS\ns1.caboodledns.com\testklf.caboodlecorporate.com

check if psaadmn, psacyln and psasrv user have access to folders.
