Error when running asp.net

Hi, i receive this error when run a asp.net page, i try run the commands

cacls C:\Windows\assembly\GAC_MSIL /E /R psacln /T /C
cacls C:\Windows\assembly\GAC_MSIL /E /R psaadm /T /C
cacls C:\Windows\assembly\GAC_32 /E /R psacln /T /C
cacls C:\Windows\assembly\GAC_32 /E /R psaadm /T /C

But i receive a lot Access Denied. How to fix this
