    If a Plesk for Windows server is still using BIND, the upgrade to Plesk Obsidian 18.0.70 will be unavailable until the administrator switches the DNS server to Microsoft DNS. We strongly recommend transitioning to Microsoft DNS within the next 6 weeks, before the Plesk 18.0.70 release.

Applicable to: Plesk for Linux Symptoms Websites are loading very slow or loading continuously and eventually fail with a 50x error in a web-browser: 500 Internal Server 502 Bad Gateway 503 ...

is the correct approach. If problems persist after that, other factors play into it. First solve the first, then proceed with the next issue. But for sure, resources are insufficient, so you should start with the CGI settings first.
