Exclusive ip redirect to Horde

Hi. I don't understand why but on a domain with an exclusive ip with the default set to the domain, if you try to access the ip in a browser you get horde login. There are files in the httpdocs so it should load the files not horde. I need to make sure that the site works before redirecting the DNS servers for the domain to the new IP.

Any help trouble shooting this annoyance will be appreciated.
