Stack trace: at System.Web.HttpRuntime.HostingInit(HostingEnvironmentFlags hostingFlags)
This happens on both .net 1.1 and .net 2.0 sites.
Fixed it by giving the everyone user read permissions on the folder containing the web.config file.
I tried running the plesk reconfigurator to fix permissions but that did not work.
This problem occured on a lot of websites, both sitebuilder and non-sitebuilder sites, what could be the cause of this and how can I check if the problem is fixed on all websites without visiting every one of them?
