File Manager doesn't work

My download button doesn't work in File Manager. Please Help.

File Manager Error

Here's the error I'm getting at the end of it.

C:\Users\Matt Page\Downloads\configuration.php.part could not be saved, because the source file could not be read.

Try again later, or contact the server administrator.

Check if the file is present on server, or try to correct the user permissions.
