Firewall rule disabled (IMAP) but port still open for connections?

Hi all,

This one has me confused.

In Tools & Settings - Firewall - Firewall Rules, I have my IMAP rule (Internet Mail Access Protocol Version 4 (IMAP4)) disabled. And at the top of the page, it says "Information: Due to security reasons, the firewall blocks all connections except those explicitly allowed. You can allow a connection by creating a rule. Refer to the documentation for more information".

But I'm still able to connect to the IMAP server on the server, and I can telnet to port 143 just fine, although the rule is disabled.
