I accidentally deleted the Index.php file in the Httpdocs/ folder. Is this what is causing the Forbidden error? How do I get it back to make my webpage work?

Yes, if Index.php set up as default document for this site but it is absent on the server, forbidden error occurs.
You can copy this file from another domains on the server (%plesk_vhosts%\domain_name\httpdocs), but in case if you have customized this file it is better to restore it from recent domain backup. By the way, site looks pretty well now
