FTP not working on PLESK 8.1.0, fedora-core-5-x86_64

I added a VPS with a single IP, configured a site on it (with a non-yet existing domain) and set up an FTP user. The site is accessible by IP, I can SSH to the IP with no problem. But when I try to FTP with a client to the IP, it tells me "Cannot connect to host. User or password incorrect."

I checked /etc/xinetd.d/ftp_psa and it looks fine, at least as I can tell. both ftp_psa and proftpd seem to be running according to Plesk.

It seems that the site cannot be accessed through its IP address, although it is assigned to an exclusive such. Works ok by domain name, once I added the domain to a DNS.

Has anyone had the same/similar problem?
