Question Give user access to a specific command line binary

Does anyone know what the best way to give a vhost user(chrooted bin/bash shell) the ability to access a specific system binary. For instance one of my users wants to run jpico. Normally, I would add export PATH=$PATH:</usr/bin/jpico> to ~/.bashrc but I dont see .bashrc in /var/www/vhosts/usersdomain.com I was just wondering if I should create file and add the export line, or if there was a better practice.
