hard drive failure 11.0.9 to 11.5 recovery

I have the Plesk Program Files directory and the Vhosts directory from a 11.0.9 install. I started with a fresh install of 11.5, b/c I found no stand-alone 11.0.9 installer. I imported the 11.0.9 psa database and did the dbupgrade.exe from 11.0.9 to 11.5. Ran into a couple minor issues and some APS package issues which I have fixed.

As of right now I can see all of my Customer data and my Domains. But when I click a domain/open control panel I get the following error.

In Addition to this, none of the vhosts are in IIS. I have been trying to utilize websrvmng.exe and httpdmng.exe. However,

websrvmng.exe --reconfigure-all OR -a -v Do not exist anymore

and httpdmng.exe isn't even in the \bin\ area.

Any help or better process would be greatly appreciated.
