Horde webmail, unable to connect to DB

I just migrated from one server to another due to disk failure and now I can't get horde to work at all. It says...

A fatal error has occurred
DB Error: connect failed
Details have been logged for the administrator.

Any idea how to find out how it is trying to log in so I can give it the proper permissions?
